Macau International Airport recognized at ICAO Regional Work Group20 Jun 2014

The Second Meeting of the Asia/Pacific Air Navigation Planning and Implementation Regional Group (APANPIRG) Aerodromes Operations and Planning Working Group (AOPWG/2) was held in Yogyakarta, Indonesia from 3 to 5 June 2014 at Hotel Hyatt Regency, Yogyakarta.

This meeting was organized by Civil Aviation Authority of Indonesia (DGCA), together with a Seminar in Water Aerodromes and it was attended by 51 participants from 14 Member States and 2 International Organizations. MACAO SAR participants from Macau Civil Aviation Authority (AACM) including: Director of Airport Infrastructure and Air Navigation, Eng. Kevin Lam, Safety Officer, Ms. Melinda Ho, and from Administration of Airport LTD (ADA): Head of Airport Operations Division of Mr. Pedro Cavem.

There were 22 Working Papers and 6 Information Papers presented to the meeting which include 3 papers from. Macao SAR as following:

1、AACM- Studies and Approval of Engineered Material Arresting System (EMAS)

2、ADA - Guidance on Airport Operations Procedures in Thunder Storm Conditions

3、ADA- Wildlife Control at Macau International Airport

 
The working paper presented by ADA “Aerodrome Operations under Thunder Storm Conditions” (WP/22) attracted big attention and discussion from the floor. Deep explanation was made on existing measures at Macau International Airport and about difficulties observed during operation in this condition. Finally the meeting noted that guidance on airport operations under adverse weather conditions (ice, frost, freezing rain, strong winds, rain, fog or low visibility and snow) are available in the Aerodrome Services Manual (Doc 9137).  However, there is very limited guidance material for airport on handling emergency cases under thunderstorm conditions from ICAO or other civil aviation organizations. With the support from several countries, the proposal from Macao China was formulated the following conclusion for endorsement by APANPIRG:

Draft APANPIRG Conclusion XX – Guidance on Airport Operations Procedures in Thunder Storm Conditions

Recognizing that guidance on airport operations procedure in thunderstorm conditions, which are commonly experienced in tropical countries, are not available, ICAO be invited to provide these for use by airport operators.
The Third Meeting of AOPWG will be organized next year by DGCA Malaysia the meeting encouraged Administrations to invite aerodrome operators to participate in the future AOPWG Meetings.
